searched for it but:
general draging something on the pc is holding the mouseclick on hold.
why is in JOSM that opposite. I make a lot of mistakes because of it, in other programs i use not this finger, like www.openstreetmap.org .
Why is openstreetmap and JOSM not the same?
Can i change that? (JOSM)

Referring to nodes and ways JOSM behaves exactly as you want: Left-Click on a node or way, keep holding the left mouse button, move the item and drop it when you release the mouse button.

Also Right-button hold moves the map

I mean dragging the total map.
When you not on a node or a way.
maybe it is not possible, because …

You mean the (aerial) background image? Rightclick on the background-layer in the layer-menu and select “offset”.
