google is not a legit source for OpenStreetMap if you want the border definitions to be improved (assuming there is no conflict about their geometry), you will need to provide a legally usable source.

- On osm.org, browsing to the area that you are interested in.
- Zoom in to a boundary.
- Use the “question mark” icon to click on the boundary.
- At the left, click on the boundary that is wrong
- Copy the URL and paste it here
- Say what is wrong with it.
In addition, as previously noted, you will need to point to a data source that is licence-compatible with OpenStreetMap that can be used to update the boundary in OSM.
