There seems to be an issue with Riley County Kansas. It is not in the latest file of osm-boundaries, although I see it in OSM. Could it be a tag issue? The tags look ok to me. Somebody did make some changes on Feb 22. OSM Deep History
well, looks like the person who broke it, already fixed it, so never mind.
