Funny thing is, that I know some persons which can download all files they need, but also I know some, where it still does not work…

Nope. The only one who can fix this is Lambertus and he is quite unreachable this year. You can try it again if another update is uploaded (check the date in the bottom right corner of the map, Map version: 18-10-2016).
Nope. JaVaWa MapConverter needs all Windows files (it’s not necessary to have them installed on a PC), it doesn’t work with a single img file that is meant for a device.
Maybe you should ask them to download the map for you
