Is Jordan's Northern border fence the border?

The northern border of Jordan is very different in OSM that in most other geographical datasets. Instead of following a straight line, as it does on many other maps such as Google Maps, the border curves towards the right and left, following the border fence that can be seen on the aerial image. According to the Meta data of the border way on OSM, the information is derived from the CIA World Database II, which has been described as “outdated”, although I am not aware of any changes in the border.
While it would make sense that the border fence follows the national border, and therefore OSM’s version is correct, it does seem peculiar that virtually every other map displays the borders differently.

Does anyone know anything about this peculiarity?
