Hello everyone!
I’m trying to map out the boundaries of cities/municipalities and their barangays in Isabela, but I can’t effectively do this without the help of an overlay. I can’t download either because there is not enough space in my pc. So far, I have only been able to map out two barangays. And since I’m relatively new to OSM, I don’t know any useful websites to help me with this. Anybody know?

You have images (maps) with boundaries (of a city or so) and you want to display that image in the editor, so you can trace it?
First of all. You have to make sure that you are actually allowed to use that image for mapping. Usually maps are copyrighted and it might not be allowed to use them for OSM.
If that’s solved, I think JOSM editor with the PicLayer Plugin would be your best option.
Otherwise I couldn’t really find an easily accessible online to for georeferencing either.
I think MapWarper is the name I’ve heard mentioned the most for this.
I haven’t used it myself.
Yep, got it right. What I know is Philippine government maps are allowed to be used to the public, and that is what I’m currently using. Anyways, i’ll try it out. Thanks!
