I would use new tag like amenity=veterinary_pharmacy or shop=veterinary_pharmacy
Definitely not using amenity=pharmacy with some tags “does not have medicines for humans”
healthcare:speciality=veterinary is one being used
We’ve got quite a few regular pharmacies that also do animal meds, otherwise
dispensing=no since when not providing meds for humans.
