This is more specifically traffic_sign=CA:WA-18L, with the railway track slanted down to the left. Not sure the OTM actually has an exact equivalent.

You can also add a hazard=railway_crossing or hazard=level_crossing for a human-readable value (preferably to the way akin to hazard=traffic_signals).
