How to stop deviating from tagging rules by other

I contact him to describe tagging rule. But he didn’t read them rule (Obviously he ignored them and replied.). If I correct tags, he edit deviating from tagging rules several times.
I tried to abuse. However he has edited deviating from tagging rules. This problem is also obviously for European people.

He has used int_name key as official name or displayed name. No need int_name for Japanese tagging.

He has removed name:<lang_code> key.
