How to import all OSM data .osm.pbf for a small region

I’d like to import all OSM data .osm.pbf for a small region, I just know bbox coordinates.
I need it to import that in a docker.

You can use export function:

If you need a slightly larger region than “export” will allow, you may be able to find it at https://download.geofabrik.de/index.html .

Not sure what you are asking for. Do you need help with the creation of the osm.pbf file or with the import into something that runs on docker?
https://extract.bbbike.org/ is another source to download a bbox in osm.pbf format.
