There is a ladder=yes
tag that is used on ‘paths’ that go up cliffs. They also have a tag for safety ropes but I’m not aware of anything for safety cages.
If building related it might also benefit from a level tag as for stairs.
That’s what I did. I just wasn’t sure if there was a more specific way.
I think that’s how I tagged one once with access=private and locked=yes. It’s to bad there isn’t a tag specifically for ladders on the sides of buildings, but I could never find one when I looked. It might be worth seeing if the definition could or should be extended outside of cliff ladders though since I image there’s a lot of building side ladders out there that haven’t been mapped yet.

You can specify the type of ladder with the ladder tag, and the size with step_count and height
