How do I Trace data from a shapefile in josm or id?

Hello,
I need assistance with tracing data from shapefiles. Such as power lines and boundaries

If it’s already vector data, and it meets the requirements for import, why do you need to trace it rather than convert it?

I’m guessing here, but perhaps a reason not to do a “straightforward import” is the need for conflation with what is already in OSM?
