Highway=services for off-exit truck stops

Does Way: ‪Love’s Travel Stop‬ (‪224604781‬) | OpenStreetMap make sense? Looking at the wiki page (Tag:highway=services - OpenStreetMap Wiki), this isn’t explicitly prohibited, but the way the page is written seems to imply this tag should only be used for places similar to turnpike service areas, not off-highway truck stops. I’ve had one of these changed back and forth (was highway=services, then I changed it to landuse=commercial, then a third party changed it back to highway=services) so I wanted to see if there was any consensus about this before doing anything.

Have you talked to them why they changed it back?
I don’t think there is a consensus other than that one must remain within the toll area if the highway has a toll. This obviously doesn’t apply to toll-free highways, so I guess duck-tagging is most appropriate here.

Using highway=services for truck stops is common and accepted in North America, even if they don’t have a direct exit (because they’re privately operated).
