You might also find my scripts at http://www.polkupyoraily.net/osm/ useful. They are for Finland, and as far as I can tell from the file names, there is no map extract of Syria at http://download.geofabrik.de/osm/; only one for Asia. You might want to get in touch with Frederik Ramm and ask if it would be possible to have map extracts of Syria.
