Hebrew SVG maps

I’d like to get Hebrew SVG maps of some areas in Israel (for Wikivoyage). The Servertool Hebrew OpenStreetmap service does not have a SVG export. The main Openstreetmap one does have Hebrew for most of Israel (which is a good start) but it seems that the SVG export exports Hebrew text as outlined drawing rather than text.

What’s the best way to get SVG images? Any recommended software I can run locally?
