Forum editor changes straight double quote to opening and closing double quotes

If I type straight double quote here in forum post, it is transformed to double opening and closing quotes.

does it also happen if you format the text as code?

Generally this forum is well known to change input text, when writing by email it even removes whole paragraphs sometimes.
