So I am unable to access OSM, or any OSM based services (street complete, ID, JOSM) when connected to my home network.
At first i though OSM was down, but no-one else was saying anything. When I tether to my phone it works fine.
I have checked every fire wall, every setting on my router, and nothing looks like it shouldn’t be working.

There have been some issues reported over the last few days with people in various places having problems connecting, uploading & so on.
Whereabouts are you?
& if you could please give us your OSM user name (by PM if you prefer?), then we can check to see if that’s appears OK?

Good!
There’s nothing showing that your account was blocked at all, so possibly? I thought that would only have given you a upload limited message though, not blocked you completely?
I am having the very same issue and thought I was crazy! I’m in Fortaleza, Brazil right now. This started happening last week, and it seems when I go through a VPN works fine (I have to run more tests).
Anyone that has these problems, if you are on a Linux based system, could you please try to run the following command:
mtr www.openstreetmap.org
and
mtr api.openstreetmap.org
and post those returns here to check? (you may edit the first line to leave your IP address out).

Thank you for your reply, my OSM username is “0235”. I am in the UK. it seemed to come back maybe an hour after this post though.
I had been doing a lot of OSM editing in various places in the world, so maybe triggered some anti DDOS service like cloudflare?
Adding more info, running 2 MacOS here, didn’t change any settings in the computer nor the router, didn’t change ISP etc.
Is this normal?

Just to give more details, this is one of the things that happens:
On iD, some data doesn’t load (or takes a long time to download it, check image below). Also, when uploading, sometimes it takes forever and never finishes the upload.
This also happens not only on iD, but also entering the OSM website and even this forum here. At the same time, I have not issues with my internet (high-speed broadband here, just OSM websites with problems).
0235:
So I am unable to access OSM, or any OSM based services (street complete, ID, JOSM) when connected to my home network.
At first i though OSM was down, but no-one else was saying anything. When I tether to my phone it works fine.
So either your internet provider blocks OSM or OSM blocks your network/ISP (extremely rare from what I understand) or something in the middle blocks communication between these.
As you can login from mobile then your OSM account should be fine - and it does not sound like block/rate limit.
See also westnordost.de is unavailable for some people · Issue #5063 · streetcomplete/StreetComplete · GitHub where similar problem was encountered - maybe some diagnosis methods from there would also apply here?
