Before merging with Ctrl+Shift+G, there was some warped imagery around in 2011-2014-2018 when many buildings were mapped around here. Of course the ‘A’ in AI was prequelled with HSS… or the buildings back then were all torn down and new ones raised. Anyway, ID 1.3.2 on Bing it says in the CS.
Today stumbled on a whole area only because an airborn building got flagged hovering over a street (ID will have told the mapper the building will have been crossing street asking which is higher (rolls eyes)… Before ctrl+shift+G merging poor outline building with new… 2020 with Bing aerials
Have you tried talking to them about it? a glance at changeset comments suggests that no-one has raised anything with them. I’d start by (politely) asking what source they were using and asking what might have happened.
It is pretty clear from the changeset metadata that this user is neither using Rapid or an AI tool. The buildings were added 5 years ago! They are just bad at drawing buildings.

This might even be a case where Microsoft’s AI buildings would be an improvement over the human-drawn buildings from 5 years ago. Would you like me to pull up this location in Rapid and look for you?
Also I agree with @SomeoneElse’s suggestion above that you should consider using the normal methods of talking to users to ask them to map better. But they made like 30 changesets 5 years ago and then stopped, so you are not likely to get a response.
The JOSM ‘Mapathoner’ and ‘Building Tools’ plugins make these fly by.
With the Building Tools settings I use that’s 3 clicks for the first trailer and 2 for every parallel building. Although then they’re that consistent in size and orientation it’s normally job for copy and paste.

And I do have Building Tools installed, but I found some of those methods not quite living up to the reality (like the “parallel” stuff).
Perhaps it would work in a grid-like city or development, where all the houses/apartments are looking the same and on a perfectly straight street…
But from the 130k+ buildings I’ve added within the past year:
The buildings are at all sorts of weird angles/rotations.
Look at those trailers around the cul-de-sac/"turning circle"s!
= Can’t easily “parallel”.
Each house has some unique touches.
Not same shape.
And not perfectly square/rectangular.
= Can’t easily copy/paste.
Some houses are very close to sidewalk, some a little further back, and some SUPER far back.
So you try to “mass highlight”/“line these things up” or come up with some average, so your mouse doesn’t have to move quite so much.
Or, you could just:
Push OK
Get 90%+ of the way there.
and THEN do all your little minor dragging/adjustments if needed.
You can even use all your helpful Building Tools tricks on top of that, but shaving off all those initial 2/3 clicks to even draw/rotate the shape in the first place.
