Duplicate ways - should be removed

Hi there!
Trying to remove duplicated ways in Belgium, I found some strange situation.
Could somebody help me to understand what means tags of this way http://www.openstreetmap.org/browse/way/155337190 ?
This way is overlaying the another way http://www.openstreetmap.org/browse/way/31453123 .

I have the impression that the mapper tried to create the route for a bus (shuttle). Instead of creating a relation he just created new ways over the existing ones.

Thanks. Of course - You can forward my question, we all need to make maps to be correct and good quality.
There are a lot of another duplicates in Belgium, we use validator at http://peirce.zkir.ru/qa/BE-WAL and http://peirce.zkir.ru/qa/BE-VLG

Another user had the same idea as me: it should have been a relation to represent the busroute.

Did you try to contact the user that mapped that way ?
