Questions from StreetComplete side:

  1. is it incorrect to use cycleway:surface=asphalt + footway:surface=paving_stones there? Is it OK to treat it in OSM tagging as having footway part and cycleway part (in case of displaying this info to user it can be still formatted as “cycleway with sidewalk”)?

  2. it is desired by local community to stop asking about cycleway:surface and footway:surface by StreetComplete in Netherlands?

(2) can be done, SC is already not asking about some things in various regions, sometimes on request from a local community (latest case was disabling address quest in France from what I remmeber)
