There is an active mailing list, talk-cz.
There was also a category users: Czech created in the migration, but it appears to be read-only. I’m not sure if it can be reused or merged with a new one.

Current volume of messages on the former platforms, if any (per week/per month)

Talk-cz has about 10-20 per month, I guess

Is there a transition plan for the old platform to this new one? (please link or describe)

I wrote to talk-cz for the idea creating new category in community.openstreetmap.org, it was suggested to write introductory info, but it isn’t more interest for it

Hi, thanks for getting the process started. I’m happy to set up the category if there is sufficient interest and support from the Czech community. As a minimum requirement, at least 3 people who meet the criteria would have to to volunteer as moderators for this new category. At that point, we would use a quick poll to confirm community support for the new category.
