It really depends. Usually, only true cycleways, cycle lanes, or segregated cycle/footways get painted in high vis color, to hint that this is exclusive for riding a bike. But if a non-segregated cycle/footway crosses a road, then the crossing will usually be segregated, so in this case, only the crossing will have the high vis color:

But the paint itself isn’t an indicator of a crossing, that’s what the white dotted lines are for. It’s just that they aren’t well visible…
