Is admin_level=* a correct tag on place=country nodes? According to Overpass there are only 11 instances of node[place=country][admin_level], out of 223 place=country nodes in total. This inconsistency is bothering me.

According to the wiki, admin_level=* is valid on any place=* node.

I would say that it is valid, though I would consider country nodes as pointless but not really harmful.
