I recently downgraded roads to 2 closed closed border crossings between Kaliningrad and Poland (at polish side of border).

Both crossings are closed since 15.03.2020 (since Covid).
I downgraded roads to them from primary to secondary/tertiary. Roads inaccessible (fenced, border crossing terrain) are now tagged highway=service + access=no.
Maybe you want to do the same for your side of border? Those roads are now less important and much less traffic goes there.
