Area H1 missing from ABC areas

During our internal testing of some admin levels in OSM (company activity detailed here: NNG - OpenStreetMap Wiki), we found a potential bug with admin relations in your area.

If you run this overpass query on the admin areas of Israel + the ABC areas (overpass turbo), you can see that there is a gap, Area H1 (Relation History: ‪אזור H1‬ (‪7391021‬) | OpenStreetMap) is missing from the ABC areas. Maybe it’s a consequence of a broken relation, or was just simply missed out.

Can someone with local knowledge double-check this admin relation, and add it to the right area (ABC), where it is missing from?

The H1 (Relation: ‪אזור H1‬ (‪7391021‬) | OpenStreetMap) and H2 (Relation: ‪אזור H2‬ (‪7391020‬) | OpenStreetMap) areas are distinct from the A/B/C areas, not part of them, as they are governed by a different agreement.
