I read that OnX Maps have cell phone service coverage layers available on onX Hunt and onX Offroad maps.

No, there’s not.
It has been discussed previously, but it’s not really a thing that can be mapped in OSM, as there are too many variables involved.

Agreed that this data is out of scope of OSM.
Caltopo is a service that can show a cell coverage layer over top of OSM Carto. (Among others)
