In ID editor, I can manually enable “OpenStreetMap notes” in “Map data”.
How to keep it always enabled in the future?
Searched wide and far, there’s nothing in the OSM/ID account settings, preferences and the internet wiseguy said there isn’t. From own experience it seems cookie and session dependent. When opening a new tab in the same browser instance, the note pins still show but when the cookies are vertically archived, no map notes. Ergo, lest someone else knows how to, it would be a Github feature request.
Edit: The Better-OSM-Org browser add-on/extension might have this feature. There’s so much in that OSM website enhancing tool, lost track of what it all can. Take a read at Better-osm-org: a script that adds useful little things to osm.org
Edit2: And yes there’s a hotkey to switch the notes layer on and off
Displaying the notes layer in iD depends on whether you have enabled the notes layer on osm.org.
However, there is a hack that allows you to always open with layers of notes. Add the #notes=trueparameter to the URL
osm.org/id#notes=true
or
osm.org/edit?editor=id#notes=true
