a walkway (טיילת) under construction - How Do I tag it?

There’s a walkway/bicycle path designated tracks being build in Haifa (Between Maxim and Shikmona) and I wanted to add the track that was complete.
The whole thing is still under construction but already available to walkers/bicycle riders (Eventually there will be 2 separate tracks).

My question is - How Do I tag “Under Construction”?

I added a FIXME key in the meanwhile.

The Change

In this particular case:
construction=track
highway=construction

And in general:
highway=construction
construction=whatever needs to be in the highway tag

No need for “fixme” or “note” tags.
