Zombie note - empty in API, comments visible in note dump

Any idea why https://api.openstreetmap.org/api/0.6/notes/8890.json shows as as empty but still has comments in note dump?

Was returning empty from API already before note dump was made.

Is it possible for note to have comments hidden in API but not subsequent note dump?

I noticed it first over a week ago.

I retested it today with https://planet.openstreetmap.org/notes/2023/planet-notes-231216.osn.bz2 dump

( https://www.openstreetmap.org/note/8890 shows 500 error as expected for note where all comments were deleted)

I think there’s already an issue filed for it at openstreetmap-website github repo. Maybe even two.
