We cannot use information from Google Maps, nor can we use information from Bing Maps, except for the specific, square on, aerial imagery that they have released to us. Therefore the lack of existence of a route on Bing or Google is not acceptable proof that the route doesn’t exist.
So starting from http://www.openstreetmap.org/way/421596072#map=13/45.4523/23.2721 can you move the map and zoom in on the part that doesn’t exist? Don’t post a link to an unrelated map site as it won’t be possible in there to see who added what and when in OSM - which is what we’re trying to find out.
There only seem to be three sections of road on this route, so could you start by saying which one doesn’t exist and whether it is the whole of it, or part of it. If you can zoom in on the part, that may help.
All of these say the source is GPS, which is a claim that the person adding them actually travelled along them, and that they exist, or existed, sufficiently for them to do so.
emilvrany is right. I actually changed a part of the road into a track and a part is not accesible with car because is from dirt with a very , very bad surface - i changed into a path. Information verified by me from a trusted source. ( a friend of me that is from Petrosani). But the entire road is named DJ666 from romanian autorities ( CNADNR).
