I have a picture that needs to be uploaded to the wiki, but I’m not an ‘autoconfirmed’ user there, I made just a few editings.
What do I do with that picture?
Do I send it to someone else? Can I request some kind of permission?
The ‘Maintain this wiki’ link only points to ‘Cleanup’
I’ve always uploaded pictures by going to https://wiki.openstreetmap.org/wiki/Special:Upload . Does that work for you, or does that say that you’ve not been editing there long enough?

Does the information at https://en.wikipedia.org/wiki/Wikipedia:Autoconfirmed help? That’s talking about wikipedia not OSM’s wiki, but as I understand it the code’s the same.
You’re not an “autoconfirmed user” according to https://wiki.openstreetmap.org/wiki/Special:UserRights/EasyKL . Maybe edit a couple more pages?
