There has been a large number of very similar notes and edits made by locksmith businesses. The names of these businesses are all very similar, typically “Locksmith {city}”. They all claim to have a local physical presence but I am skeptical that any of them are real. This is likely a case of locksmith scamming. You can see the notes here.
Most don’t have any associated edits and the notes are resolved, so they may be just SEO spam, but some do have edits. For example, this changeset changed a Starbucks location.
Even for the ones that are just SEO spam, they are still using OSM to advertise what I believe to be a fraudulent business.
