This is not an OSM issue but rather a “OSM doesn’t have that many contributors worldwide (you’ll see a figure of “10+ million users” online but that’s the number of registered accounts on osm.org, in reality it’s closer from 6k~8k daily contributors) and gathering address data requires surveying in most places” issue which can’t be easily solved
Besides that, Correios’ data could be imported if it’s released under a compatible license
