Assuming you mean OMT.
The answer is simple: it contains less data.
OMT is meant as a full map, while shortbread is meant as a base layer that you can add to.
This difference should be lesser as soon as OSM and our ecosystem at large (hopefully) switches from MVT (Mapbox Vector Tiles) → MLT (MapLibre Tile spec) encoding, which given the smaller file transfer size would be nice.
As with everything in engineering, a Work in progress.
