I could be wrong, but it seems that GPS traces are only visible in the map when they are uploaded as “Public”, or “Identifiable”. If one downloads the map data and views it in, for example, JOSM, then they can see the traces that were uploaded as trackable, or private, so I’m not sure what the point is of not making them viewable in the online map.
They’re just different implementations of “which traces to show”. JOSM’s implementation was first (along with Potlatch’s slightly different implementation). The “GPS tiles” implementation (which only shows public traces) came later. The authors of the code behind that chose what to show. Personally, I think you could make a case for either.
