And which countries have full street-named site, are streetnaming mandatory there?

Nederland. All addresses include streetnames and postal codes; every public road or street accessing at least one address has a name.

This is where Norway is heading too. Although it may not be fully implemented yet, the goal is to have addresses based on street names throughout the country.
