OSM isn’t suitable for storing temporary information like this, so you can’t store the locations of riots in the OpenStreetMap database.

However, you can use OSM based maps, along with other sources, to create a map like that.

This map seems to be created by the Krone newspaper (google for “Krone KREATIV”). I assume they used OSM-date for the department borders and cities and placed the red dots by their own informations.

It is quite probable that such maps exist, but the data is not stored at OpenStreetMap, this is a typical usecase for an overlay. We do not map events in our database.
