when is a "city" a city?

Surprisingly, I am having a hard time finding the answer to this.

So, Is there a standard in OSM for what qualifies as a city,town,village, etc?
Is it by population?
is it by official city boundry?

I entered “City” in the wiki’s search box and got this:
Key:place

place=city - Population 100.000 and over

place=town - Population between 10.000 and 100.000

place=village - Population below 10.000

place=hamlet - Population below 1.000

so my home “city” is being a bit over ambitious…

population is approx 10,000 just barely makes the rank of Town.

Yes, many cities in America and Canada will struggle to make the grade. OSM still has some anglocentric definitions.

That said 10,000 is low by world standards.
