We’re using the positional scheme with additional semicolons and possibly empty entries already in one place: destination tagging for roads and the signs themselves. There it works quite flawlessly, so I’d expect it to work here as well.
If any tool is not aware of the scheme no harm is done, and the ones that can handle it can get more information out of the data.
