What does yellow semi-transparent overlay on way in JOSM mean?

I am very new to JOSM. In an area I am working in, some preexisting ways (tracks/paths) have a thick yellow semi-transparent overlay along the path. What is the significance of it? I can’t get rid of it, and can’t create a path like that either.

Assuming your area is the US, these ways have been importet from TIGER. These ways need verification, either by local knowledge or other sources like aerial images: http://wiki.openstreetmap.org/wiki/TIGER_fixup http://wiki.openstreetmap.org/wiki/TIGER_fixup#Useful_tools
If you change the value for tiger:reviewed the yellow overlay will disappear.
