What `app_operated=yes` means?

Is it used to mark that you can control it with app in some way but app may be necessary or not?
For example shop where you can scan and pay with app, without going through a traditional line.
Or is it for objects where you need an app to use them at all? If yes, then what is distinction with app_operated=only ?

I would assume it means that you need the appropriate app to perform the desired function, for example to shop in this store. There are stores without staff where you can only gain entry and shop if you have the relevant app from the provider.

This post is missing context. What you guessed is not the same, as you use own hand for shopping after entry. It would already be covered by eg authentication:app=

app_operated= was invented by someone for a feature that can be fully operated with your app (vs display_operated= for touch screens), mass added on a small scale to bring it from ~700 pass 1k, and inserted into the documentation. Having a *_operated for every option is obviously unscalable, and button_operated= for =crossing was already bad enough.
This format is insufficient and unclear. Does app_operated= apply to using the machine to scan your code displayed in the app, that isn’t fully “app-operated”? display_operated= doesn’t consider keypads with physical buttons, which may also be more accessible for visual impairment.
Below the section, the “Via membership card” currently described for authentication:barcode_scanner= is surely mismatched. A card can have a code, or be NFC. A code can be displayed from a phone app (dedicated), email, or maybe even SMS/MMS.

  • parcel_pick_up

So together with Tag:amenity=parcel_locker - OpenStreetMap Wiki
I guess it is meant, that you need an app to use the parcel_locker

There are very few POI with this feature tagged. But there are already 2:
self_checkout:self_scan | Keys | OpenStreetMap Taginfo

self_checkout:self_scan:handheld is also used for those scanners you grab at the entrance. In the same vein I’d expect self_checkout:self_scan:app for shops where you can use your phone with a dedicated app.
