Weird highway category mixing in Florida

The primary and secondary highway tagging in this area goes against the common OpenStreetMap convention of road hierarchy tagging (a road does not change classifications in the range of unclassified to primary like that without branching). Is this a local mapping convention practised in the US, or should someone see which mapper is doing that and correct them before more damage is done?

Yeah we don’t do this intentionally.

There is a bunch of this weirdness in that area, but I’m not seeing any one specific mapper yet.

I would regard that as the current status quo for what should be mapped in Florida. Sudden shifts in classification as pictured is definitely incorrect.
