Weird areas in Olsztyn - Vandalism?

Hey,
I found these ways in Olsztyn. They do not seem to serve any purpose. I could not see anything similar in Bing aerial imagery or Geoportal.gov.pl which is cited as the source.

Please first ask. Maybe they are area:highway elements but with wrong or not existing attributation.
