(asking for community input again per this post)
Looking around in Tucson, AZ, I noticed some overclassified stubs. In particular, Valencia Road is a primary road until it intersects Camino Verde. A trunk road, SR 86, is nearby, but I’m not sure if Camino Verde to SR 86 or Valencia Road to SR should receive the upgrade (or leave the spur as is). What should be done about this?

If you’re wondering why I’m even in Tucson, AZ, it’s because I’m going to visit the city a few days from now. I want to use OSM instead of Google Maps for various reasons that I will not get into.

From a purely high level view, this seems fine to me. A classification downgrade can happen because all the traffic splits into multiple less important roads, and we can see there are a few destinations to the north that would split the traffic.
I would not recommend a change unless supported by street-level analysis regarding how built up the street actually is.
Okay. I’ll keep it the way it is and let locals decide on what to do with that.
I think this fact pattern is actually an excellent example of where you have been making classification changes that people disagree with.

Hm. Usually, when I upgrade/downgraded roads outside my local area, it’s when there’s, say, a primary road that ends at a freeway but then continues a few feet/meters past that interchange to end at a secondary road. As Joseph R P mentioned, this could be an example of careless editing (And it’s an example of what I call a stub versus a spur).
In this example (Valencia Road), the primary stub is very long, and the two secondary roads connecting it to the freeway are also quite long (making this a spur). Recently, I’ve been leaving spurs alone, but other times (like this one), I’ll ask the community first (like now).
Is there a reason why just the small segment west of South Camino Verde is highway=secondary? When a higher classification dead-ends, it’s rarely forms a gap so close to another highway with the same classification. My first guess would’ve been that someone promoted the majority of Valencia but forgot that part, or demoted just that part before getting distracted. There might be clues hidden in way history.

That’s possible. However, I still need unanimous approval from the community before making any changes (which is why I left it alone).
