Is there any way to create a map in openstreetmap with using google earth?

You can export content from OSM and display it in Google Earth, see “OSM in Google Earth”.

Using Google Earth as a tool for mapping in any manner is discouraged, however, because all the content that is displayed in Google Earth by default (such as Google’s aerial imagery and map labels) should not be used as a basis for contributions to OSM. Unlike some other providers of aerial imagery, Google has not given us legal permission to derive data from their images.
