There are 24,000 ways tagged with expressway=yes in the UK, but I can’t find any reasoning behind these tags. Is there a set standard for this tag in the UK?

The ones new me were added by Falsernet, here. That includes this, which is an odd candidate for an expressway as it has a bus stop on it. The user hasn’t mapped much recently and recent questions have gone unanswered.
They are high speed roads, usually dual carriageways which are neither motorway or have the none of restrictions to call them motorroad.

I can think of a few places on the A406 North Circular Road where I think expressway=yes is justified (it’s 50mph, grade separated, has no sidewalks and some classes of road user are prohibited), but there are still bus stops. The bus stops have bus bays and are accessed via steps and/or a ramp from “normal” streets. However, I don’t think that would apply to the link in your example.
My interpretation was that “it must be a dual carriageway with slip roads (no right turns across traffic)”. Presumably also with minimal or no roundabouts. I recently performed an edit in Norfolk to remove over 700 examples of this tag where it was applied on a whole bunch of single carriageway roads. Changeset: 182388915 | OpenStreetMap
I feel like the usage of expressway=yes in the UK aligns well with the wiki definition of Key:expressway - OpenStreetMap Wiki.

I’ve never personally added expressway but i’ve always interpreted when i’ve seen it as basically motorway rules apply. so I would expect to see it on duel carriage ways that have non motor traffic restricted so implicit foot=no bicycle=no etc. No idea if this is what it was intended to mean but its my naïve interpretation. near me the A465 heads of the valley has it. That feels like motorroad=yes rather than expressway=yes, but I guess the often do overlap.
