Just as an FYI for anyone who notices, the WY relation for US 89 appears to have been truncated by accident (Changeset: 186933255 | OpenStreetMap). I think we can work through this, but will update this post if more help is needed.
Looks like this changeset was saved in JOSM, so here’s a public service announcement:
In JOSM, be careful when splitting a way. It doesn’t automatically download the relations that it’s a member of unless you ask it to. If you split the way but the relation isn’t downloaded yet, it’ll break the relation silently. A validator can sometimes spot this issue, but not if the route gets truncated. You can prevent this situation by always downloading everything nearby before splitting, or by downloading the way’s and node’s parent objects. By default, newer versions of JOSM pop up an alert offering to download the referring objects.

I accidentally truncated the relation while working on local improvements in Star Valley (changeset 186933255). I’ve now restored the full member list using the reverter plugin.
The relation should be back to normal. Appreciate the PSA about splitting ways in JOSM, I’ll be more careful about downloading parent relations going forward.
