Updating the URL for TIGER Road Overlay layers

Hello!

I am rotating the credentials used to serve up the TIGER road overlays that I generated for OSM US. I updated the URLs in this pull request, but it’s not clear to me how quickly the new URLs propagate to the editors. Does anyone have an opinion for how long I should wait until I invalidate the old access_token?

This will require a new release of iD from @tyr_asd and a new release of Rapid from @bhousel. I don’t know if other editor-layer-index consumers are fetching it more dynamically.
