Updating of addresses in Khankendi, Azerbaijan

Hello OSM mappers!

I would like to discuss the topic of updating addresses following geopolitical changes in the region. We have noticed that many of the addresses in Khankendi still have the historical street names (in Armenian language) while many of the streets themselves have been recently updated to the new Azerbaijani names.

Based on the information we have received from our local team in Azerbaijan, these addresses should be changed to the Azerbaijani names as the region is now part of Azerbaijan and not Armenia.

We would like to assist in adding the updated Azerbaijani street names to the addresses but I have a few questions to the community first:

  1. Is it acceptable in such cases to use the more recently updated street names to update the addresses along the same street without having additional sources to verify this change?
  2. What would be the correct way to tag these addresses? Would it be acceptable to change the tags addr:street and addr:city to the updated Azerbaijani names and re-tag the old Armenian names as old_addr:street and old_addr:city? We do not want to delete any data, simply update it based on the current situation on the ground.
  3. Would the local OSM community be interested in helping making these changes in the form of a MapRoulette challenge?

I would appreciate any input or advice on this topic.
