после нажатия “восстановить не сохранённые правки” начинается бесконечная загрузка, на сервер они также не были добавлены. Могу ли я сохранить свой пакет правок и в чём причина бесконечной загрузки?

Thanks for clarification. Can you Press CTRL + S to get in the upload dialog? There is a Link / Button in the left sidebar where you can download the osmChange file for further processing.
If the sidebar is not loading for you, can you open the Developer Tools (normally key F12) and check the “Console”? Filter (top right) to Errors and Warnings and post the output here.
Check both and tell us what works for you.

ctrl + s didn’t work
I was able to upload the file, but I can’t send it to the chat.
This is the only way I can send the file.
It seems that a browser plugin is blocking some files. Why don’t you try editing in an incognito window without any extensions? Does it work there?
in incognito mode, the edit package is not loaded for recovery. it is only visible in the regular browser mode. and it is unlikely to be a plugin issue, as I have already made changes using the same browser several times before, and the edit package was loaded. The uniqueness of this issue lies in the fact that 4 days have passed since the last change was made and the recovery attempt was made.
